It depends. If the university wants MakerNest to manage the labs as well the same can be arranged at additional cost. The preferred mode is that the university handles themselves.

Who will build the infrastructure?

If the university wants MakerNest to build the infrastructure, MakerNest can help build that at additional cost.

How fast can the lab be built from the time of placing the order?

typically within 3 - 4 weeks upon receiving the purchase order. If infrastructure also has to be built as part of the lab creation then it would take more time depending upon the requirements.

Is this lab scalable?

Yes. Labs can start small and scale with modules and add-ons.
